This is a deadly poison.
To facilitate the perusal of the document, attention is drawn to a number of central provisions, translated into simple English and commentated.
The "Brown" and "Yellow" areas, which were handed over to complete or almost complete Terrorist Authority control, cover most of the central mountain plateau in Judea and Samaria. The official figure, according to which Israel transferred only 30% of this area, is misleading. Most of the "White" area, where for the time being the terrorists do not yet have full control, is in the Jordan Valley, in the Judean and Binyamin Deserts and a stretch bordering on the Green Line along the coastal Plain of Sharon.
Every individual should ask him or herself whether their conscience allows them to take part in the implementation of Oslo B in commerce, in industry, in building activity, in communications, in public service, etc.
In the Oslo B Agreement Yassir Arafat is accorded, for the first time, the title "Ra'is", which in Arabic means "President." The structure of the Terrorist Authority Government is as follows:

The Jordan Valley is to be divided into two parts: The Jiftlik area is handed over immediately to the Terrorist Authority, except for the matter of land. But even this is to be considered at the next stage of retreat which is scheduled to take place in July-August 1996.
If this is added to the loss of the enlarged Jericho area, this means the dismemberment of the Jordan Valley as one unit. With regards to Israel's authority, "the Jordan Valley" as such no longer exists. All government declarations concerning the Final Stage speak of a "Security Zone" only.

All Arabs in Judea, Samaria, and Gaza, without exception, including those living in the "White" area (C), are from now on subject only to the Terrorist Authority rule. This includes those Arabs who assisted Israel whose numbers, together with their families, amount to tens of thousands.
In area "C", too, armed Arab "policemen" will be allowed to move freely, but "with the approval" of Israel.

The Terrorist Authority army in the Gaza Strip is to reach 18,000 "policemen." Thus Oslo B retroactively validates a serious breach of Oslo A which had permitted only 9,000 "policemen." The number actually grew to 20,000.
The total number of "police" in the Terrorist Authority army has now been set at 30,000, including those for Judea and Samaria. However, in light of the Gaza experience, one may confidently expect the number to exceed 50,000. This is in effect a regular army with an infantry force that FAR EXCEEDS THE TOTAL ACTIVE INFANTRY IN THE ISRAEL DEFENSE FORCES.
The Terrorist Authority army is permitted to be equipped with tens of thousands of Kalatchnikov assault rifles, 240 machine guns of 30 and 50 caliber, and 60 armored vehicles. One may safely assume that the Terrorist Authority forces are in the process of arming themselves far beyond these limitations. It reminds one of the supposed limitations placed on the German Army after World War I: 100,000 troops, when in effect the Reichwehr was successfully preparing for World War II.
For decades Israel did not allow the Kingdom of Jordan to permit foreign forces into its own country. Now a Terrorist Authority army is welcomed into the heartland of Eretz Yisrael.

In the Katif Block in the Gaza Strip, Israel undertook to refrain from any further building on a stretch of 5 km of beach (out of 13 km belonging to the Gush). In these 5 km (with an option for enlargement), the rights of the Arabs were extended. They are now permitted to build facilities for tourism, fishing, sports, wharves, and a hotel.

Adjacent to the bypass roads in Judea and Samaria, Arab building is restricted to within only 50 meters from the center of the road. In the Gaza Strip the distance is 75 meters.

Six months after the establishment of the Terrorist Authority Council, that is, as early as the summer of 1996, the IDF is to retreat and position its forces only to "specified military locations". This includes the "White" area.

Israel will transfer to the Terrorist Authority the following:

The agreement states that these sites "are of archeological and historical importance to the Israeli side."
All holy places and archaeological sites in the White area (C) will eventually be added to this list, as the Terrorist Authority gradually takes over the entire area.
The use of the term "return" is not fortuitous or due to sloppy drafting. Here, Israel gave in to the Terrorist Authority doctrine (expressly formulated in the "Palestinian Charter"), according to which Jews are not a nation but merely a religion, while the offspring of the ancient Jews and their rightful heirs are the Arabs.

With regards to the electric grid, in which Israel invested hundreds of millions of dollars, the users of which include 150,000 Jews, the parties could not reach an agreement. At the last minute there was a turning point which reads as follows:
"In light of the proposal that was submitted by President Arafat in the last round of negotiations, which was later confirmed by Israeli Foreign Minister Perez [sic.], both sides shall agree on an international arbitration company[sic.] to deal with the transfer of the electrical grid in the West Bank."The following demands of the Terrorist Authority will be submitted to International arbitration:
The judgment of the foreign arbitrators in favor of the Arab side is a foregone conclusion, based upon the verbal reading of the text, "To deal with the transfer of the electric grid".
In plain talk the give away of the whole grid is no longer contested by Israel. Left for the arbitrators is only to deal with modes of execution. For other reasons too, upon which we need not elaborate, the outcome of the arbitration is beyond doubt. Consider the precedent of Taba.
Moreover, since the entire area, except for Jewish islands, is being handed over to the Terrorist Authority, it would be difficult for an arbitrator to rule in Israel's favor. Being that Oslo B considers the Terrorist Authority entity as almost an independent government, the electrical system will surely be an integral part of its infrastructure.
In essence, Israel has relinquished a complete electric utility system, which she almost totally constructed. Even the supply of this vital commodity to the Jewish settlements and to the IDF will most probably be left to the tender mercies of the Terrorist Authority.

The mechanism of sending and enabling Arab labor to work in Israel and the Jewish settlements was transferred to the Terrorist Authority. Israel retains the option to either approve or refuse to issue the necessary permits. Thus the Terrorist Authority will have an effective stranglehold on every Arab, through his daily bread.

All powers for the protection of the environment and the utilization of natural resources are vested in the Terrorist Authority, including sewage, solid waste, water resources, pest control, hazardous substance disposal, planning and zoning, noise control, air pollution, public health, mining and quarrying, landscape preservation, and food production.

All forests, nature reserves, and national parks come under the Terrorist Authority, including control over afforestation.

This brings up a question. Suppose an Arab squats on the land of a Jew. The Terrorist Authority court may drag the proceeding on for years. Where is the wronged party's remedy? Suppose an Israeli Jew bought land, and paid for it dearly. But before the Palestinian court, the Arab defendant pleads a total denial (if only to save his own life, having sold land to a Jew). Suppose the Terrorist Authority court rules in favor of the Arab and the Joint Committee is split and, therefore, cannot decide. Where does that leave the victim?

All this in addition to the deliberations (held with Jordanian and Egyptian participation), concerning Arabs who left after 1967. The Arabs estimate that there are over one million in this category, to whose return Israel has already agreed in principle.
Further negotiations are to be held in the framework of the "Final Stage" which will deal with the 1948-49 Arab refugees. It should be noted that almost all members of the Terrorist Authority establishment that returned from Tunis, plus the Terrorist Authority army, are 1948 refugees. All told, this number, together with their families, amounts to an influx already of ten of thousands of additional Arabs.

The Terrorist Authority will issue postage stamps. The designs, symbols, wording, and subjects are to be "in the spirit of peace". However, one should not be surprised to find on these stamps the portraits of the Mufti, Haj Amin el Husseini and of Az-a-Din el Kassam; the victory of the Intifada, personified by the stone-throwing boy; also sites and treasures of the past, which until now have been attributed to Jews, but from now on (and with Israel's consent), became part of the tradition and history of the "Palestinian People."
Only nine days after Israel's retreat from Ramallah, a letter sent from there bore a stamp issued by the Terrorist Authority with the inscription "Palestine," in flagrant violation of the Oslo agreement.

It seems that if this committee is deadlocked, deterioration will go on. Israel has invested hundreds of millions of dollars in the road network. Together with the water, electrical, telephone, and sewage systems, Israel will be handing the Terrorist Authority gratis a huge infrastructure gift. Israel's financial contribution to the establishment of Palestine probably exceeds by far the combined contributions of all donor nations in the world. Israel will not be able to build new roads, if only because it lost sovereignty over the land required for that purpose.

"Israel recognizes the Palestinian water rights in the West Bank". The first "the" in this sentence does not bode well for the future. Israel pledges not to exceed existing water quantity utilization.
Israel is unable, from now on, to license the drilling of, or to drill by herself new wells without the prior approval of a "Joint Water Committee". Such an approval can only be given by "consensus" which means with the consent of the Terrorist Authority.
Similarly, Israel cannot develop any more water resources and systems without prior approval as above. The net result is a total freeze on further exploitation of water by Israel in Judea and Samaria.
Note: The formulation of all the undertakings in matters of water, as in most other subjects, is neutral. On paper, the Terrorist Authority, too, is committed to the same freeze (save only for additional quantities which have been expressly stipulated). But in the Gaza Strip, where the Terrorist Authority pledged themselves to similar limitations, tens of new wells were drilled with catastrophic results.
Also: A short time after the pull back from Jenin, when the ink was barely dry on the Oslo B Agreement, drilling for water already began. Nothing on earth will prevent the depleting of the 340 million cubic meters of water in the "western aquifer" - which means the drying out of Tel Aviv.
There has not been one important provision of the Oslo Agreements which the Terrorist Authority has not breached and to which Israel did not acquiesce. The following are but a few examples:
The strength of the "police" force; prior identification and personal screening of those "policemen"; confiscation of unlicensed weapons; the extradition of criminals, including murderers; incitement and hostile propaganda, even threats of "Jihad"; Jerusalem; the one sided cancellation of the Military Government's legislation in its entirety.
Another typical incident that took place at the first stage (Jenin)of Oslo B implementation: The Terrorist Authority boastfully began to issue civilians permits to carry Kalatchnikov assault rifles in flagrant violation of their commitment to allow civilians to possess only hand guns. Minister Yossi Sarid in an interview with Independent Media Review and Analysis reacted to this news irresponsibly: "That's good to hear." (2/11/95)
A part of the Shechem archeological site has been plowed and planted, and also a road has been paved through it, all this just days after Israel's retreat. This counters the undertaking to prevent damage to archeological sites.
In this situation only the undertakings, restrictions, concessions, and withdrawals on Israel's part are meaningful. The counter-promises that have been written into the Agreements are mere verbiage. It seems as if this were almost by mutual consent. Their real object is a "face saving" for Israel, a sort of camouflage to cover up a one-sided giving, devoid of any serious consideration. The only real quid pro quo by the lights of the Israel Government's logic is ridding themselves of the onerous burden of Judea, Samaria, and Gaza, and in the not too distant future of historical Jerusalem as well. Only thus is it possible to understand the essence and raison d'etre of the Oslo Agreements.

This means that persons (Jews or Gentiles) staying in Israel on transit visas (for 5 days) or visitors' visas (for three months) will be subject to the criminal "law" of the Terrorist Authority upon crossing the Green Line. "Tourists to Israel, entering the West Bank and Gaza shall be subject to Palestinian law..."
Furthermore, "A tourist to or from Israel is subject to legal proceedings ...taken by the Palestine Council." What will be the lot of temporary residents in Israel (up to 3 years) or even permanent residents who are not citizens? Are they including the term "Israelis" and exempt from Terrorist Authority jurisdiction? Probably they are not. Therefore, they too are in danger of getting caught by the Terrorist Authority, to be arrested and tried by them, and to languish in their dungeons. The number of such residents in Israel and in the settlements runs into the tens of thousands, if not more. This situation too will spread by stages and ultimately include the whole White area (C).
Thus Israel acquiesced to the Jericho precedent, where the Terrorist Authority staged a hurried bogus trial for the murderers of two young Jewish lads in Wadi Kelt, to prevent their extradition to Israel. The status of all areas under the Terrorist Authority control as safe havens for murderers and other criminals now has its legal underpinnings.
If the tourist is caught outside the roads and holy places, he is totally at the mercy of the Terrorist Authority. All they have to do is to notify the Israelis, enable them to meet the detainee and "provide any necessary assistance".

Nevertheless, the result concerning any transaction made with an Palestinian in now problematic: The Israeli will face the choice of appearing before their courts or having no legal recourse at all. The Israeli courts, including courts in the settlements, have no power over Palestinians. Beyond this, while the decisions of the Terrorist Authority courts will be carried out by Israel, it is not realistic to expect similar treatment by the Terrorist Authority.

The absence of a Terrorist Authority currency is only temporary: "Both sides will continue to discuss... the possibility of introducing mutually agreed Palestinian currency..."

Note: 100% of Income Tax deductions from Israelis, working in areas under Terrorist Authority control, are to remain with the Terrorist Authority. Here there is no reciprocity even on paper.
"There will be free movement of agricultural produce, free of customs and import taxes between the two sides..." The inequality within this "equality" is obvious. The Arab peasant does not pay taxes, is paid low wages, the entire family works in the field, often uses sewage water for irrigation, and uses cheap, forbidden chemicals. The Jewish counterpart cannot stand this competition. The Israeli Labor Movement, which rightly boasts a glorious tradition of reviving Jewish agriculture, now severs the Jewish farmer from the land. Cultivation reverts back to the Arab fellah.
The massive, decisive emigration of Jews from the Land of Israel took place under the Arab conqueror's rule as a result of economic pressure, dispossessing the Jewish peasants from their land. History returns, but this time, the Jews dispossess themselves.
Only until 1998 will there be a gradually diminishing restriction on the marketing of Arab produce. This too is largely illusory, taking into account massive smuggling, against which Israeli authorities do nothing.

The agreement provides for "free movement... between the two sides" of industrial goods also. Here reciprocity seems to favor Israel, but a proviso is added: "Subject to each side's legislation." This nebulous language is open to the interpretation of the Terrorist Authority which may elect to restrict the importation of goods from Israel. Not so, as regards agricultural products. Here, no restricting legislation is allowed. Israel's obligation is clear and final.

The popular Israeli criterion not to release convicted criminals "with blood on their hands" (applied in a racist manner to Jewish blood only) has been violated. According to the Agreement, Arab prisoners will be released in three stages:
Towards the third wave of release, further categories may be "explored". Apparently this will include all murderers.

Palestinians from abroad will be able to return to Judea, Samaria, and Gaza without fear of punishment for acts of terrorism, including mass-murder, committed abroad or in this country. They "will not be prosecuted for offenses committed prior to September 13, 1993."
The agreement contains a reciprocal undertaking on the part of the Terrorist Authority, according to which "Palestinians who have maintained contact with Israeli authorities will not be subject to acts of harassment, violence, retribution or prosecution. Appropriate ongoing measures will be taken, in coordination with Israel, in order to insure their protection".
The Oslo A Agreement also had such an obligation. However, Arabs who assisted Israel are being chased like animals, subject to murder, imprisonment, torture and dismissals. Their lives have been turned into a nightmare. Most of those barbaric deeds, including murder, are being committed by the Terrorist Authority itself in the person of the Terrorist Authority Secret Service Chief for Judea and Samaria, Jibril Rajoub.
The Israeli authorities do not interfere. They treat Rajoub as a full, respected partner in safeguarding "public order" and even the well-being of the Jewish settlers. Israel even issued him a VIP card. Here too the principle of reciprocity is on paper only, by the silent consent of both parties.

FINAL REMARKS
For generations to come, universities in the world will demonstrate and teach the Oslo model as a genial prototype, how to erect a state "ex nihilo". From an army to treasury and banking, from a constitution to water and electricity, from land to broadcast frequencies, from education and welfare to satellite telecommunication. Surveying and statistics, a flag and postage stamps, public works, population registry, taxation, agriculture and industry, tourism and public health. From land, mines, and quarries, up to the electromagnetic sphere, to an international area code.
This effort will not remain restricted to the field of lawyers and politicians only. The planting of the lethal explosive charge called "sovereign Palestine" at Israel's side is meant by Oslo to become a national, even international Jewish enterprise. Participating in it will be hordes of officials from all administrative spheres, also Israeli youth in the army and police (uniformed or ununiformed secret agents and detectives) and then economists, surveyors, operators of heavy equipment, experts from all fields, engineers, donors from all over the world, industrial entrepreneurs (in industrial parks to be set up on the borders to supply employment for the citizens of the Terrorist Authority outside of Israel, lest they blow their benefactors into smithereens or knife them to death). All in all, hundreds of thousands of Jewish Israelis will participate in the establishment of the State of Palestine.
This peace has much in common with modern, total warfare that has the entire population mobilized and harnessed to the war effort. By a similar process this "peace" of national suicide will sweep broad masses into the whirlpool.
The outcome is predictable: Regimes that bring historic disasters upon their peoples eventually fall. In their heyday, the masses, blind and brain-washed, support them. Only a few manage not to be swept into the whirlpool. They are the ones who discern at the moment of truth that the merry dance is in fact a danse macabre. There are still those who have the courage to swim against the current of political correctness. It is those that will appear, one by one, on the ruins of the fallen establishment, having paid the full personal price and yet survived. On them the nation will build its future. Their sacrifice and personal example will serve to educate future generations. In the values which guided them, the nation will rediscover its identity.
Therefore, dear readers, be mustered now and answer the two questions attached herewith.
