LETTER #1 - $15 MILLION FOR JERUSALEM REAL ESTATE

The Honorable Brother, Chairman of the Palestinian Economic Council
for Development and Reconstruction (PECDAR)

Greetings of the Return,

Since the Palestinian National Authority deals through the loyal
Palestinian elements with the building of various supporting
systems to determine the foundations of the Palestinian state that
we all pray to it's establishment on our soil of our lovely
homeland and with a concentration on the Holy Jerusalem in order to
stabilize our foothold there we shall intensify our presence in an
active and strong manner.

And since we do not want that this activity shall appear in the
name of the Palestinian National Authority lest it be exploited
against us for the purpose of political goals in international
circles by the other side and this shall harm the peace process and
the name of the Palestinian National Authority in international
circles and especially with the American administration our master
the brother the leader decided the following things:

1. To establish a real estate company that will buy land in Eastern
Jerusalem and in the Old City, and only in the name of the company.

2. The capital of the company will be 15 million American dollars
in the beginning.

3. The director of the company will be the chairman of it's board
of directors Dr. Ahmad Tibi and the members will be:

1. Bassam Abdl Hamid Asayeh  2. Attorney Ali Gozlan
2. The Haj Faiz Abeydi       5. Abd Alrauf Abu Atzeb (Abu Kayed)
3. Abd Abu Diab              6. Haj Tuafik Abi Zahrah             
     
And the brother the leader Abu Amar [Yasser Arafat - IMRA]
recommends that the activities of this committee shall be secret
and that the protocols and files be removed from the eyes of the
other side.

LETTER #2 - $10 MILLION TO SUPPORT ISRAELI ARABS

for Development and Reconstruction (PECDAR)

Greetings of the Return,

In continuation of our letter of 7.8.94, NO mm/30/75 and with the
same contents, on the establishment of aiding facilities, the
leader Abu Amar [Yasser Arafat -  IMRA] decided that the activity
of the Palestinian National Authority be expanded into Israel and
shall concentrate in the "Palestinian Arabs of within", and that
this task be assigned to the brother Dr. Ahmad Tibi, and brothers
were selected among the members of Knesset and the local
authorities and charity organizations and cooperative institutes
and villages and churches, to assist him in the execution of the
following things:

1. To assist the various parties that support the establishment of
a Palestinian state including the city of Jerusalem.

2. To assist the local authorities which suffer financial deficit.

3. Assistance to the charity organizations and societies.

4. Contributions to the village councils.

5. Contributions to the leading Christian religion and the clergy
which administer the churches in their various denominations.

6. These activities will be devoted the sum of ten million American
dollars immediately.

And as I mentioned in my aforementioned letter, the brother the
leader Abu Amar recommends that the activities of the committee
shall not be publicized and shall be remote from journalists and
state people.
