Justice must not only be done, but must also be seen to be done. The indictment of Avishai Raviv, agent provocateur of the General Security Service, after a delay of three and a half years does nothing for public trust in its institutions if Raviv is indicted alone. The questions that still surround the Rabin assassination call for a thorough and independent inquiry. Such an inquiry should have as its aim the end of the blanket accusations leveled at half the public and at the Prime Minister, in which they are blamed for the serious crime of one man. A public inquiry will strengthen the institutions of law enforcement.
